Articles and Bylaws of the Association

Article I. Name

The name of this association shall be The Drug Enforcement Administration, National Training Institute Law Enforcement Officers Alumni Association.

Article II.  Purpose

The general purpose and object of this Association shall be to promote the cooperation and education among all law enforcement agencies involved in the enforcement of narcotic and dangerous drug laws.

Article III.  Membership

Section 1

There shall be three classes of members of this Association; namely, active members, honorary members, and honorary charter members.

Section 2

Amy graduate of the Drug Enforcement Administration, National Training Institute, Drug Enforcement Officers Academy, may become an active member of this Association upon making written application to the secretary and payment of all dues provided thereof.  The applicant then becomes a full and active member, subject to and bound by the Articles of Association as existing at the time of the admission of such member, or as they may be thereafter amended.

Section 3

The Secretary shall furnish each new member with a printed copy of the Articles of Association and the by-laws.

Section 4

Membership shall cease upon termination of the member’s employment as a law enforcement officer, provided, however, that upon written application being made, the Executive Board of the Association may, by their unanimous vote continue the membership of a person who has left the employ of a law enforcement agency.  Active members of the Association who retire from employment in a law enforcement agency shall be entitled to have their membership continued in the Association.  Any member whether active or honorary may resign his membership.  Such resignation shall be in writing, sighed by such resigning member, and shall be delivered to the secretary, who alone is authorized to receive the same.

Section 5 

There shall only be six honorary members in the Association.  These honorary members shall be known as “Chapter” members and they shall be limited to:

Ralph E. Burch

The current Administrator, Director of the National Training Institute, Chief of the Enforcement Training Division, Chief of the Police Programs Section and Staff, and a representative of the Office of the Chief Council of the Drug Administration, shall be known as Honorary Members of the organization.

Section 6

No members, except graduates of the Drug Enforcement Administration, National Training Institute, Drug Enforcement Officers Academy, and an active member of the association shall be eligible for the offices of President, 1st Vice President, 2nd Vice President, Secretary and Treasurer, or be allowed to vote.

Section 7

The annual dues for active members shall be $10.00 per year.  The initiation fee shall be $15.00 which will include dues for the current fiscal year. 

Section 8

Whenever any member of the Association shall have willfully violated any of the provisions of the Articles of the Association or the By-Laws, or convicted of any crime of moral turpitude, or committed acts injurious to the interests or is hostile to the objectives of this Association, any member of this Association in good standing may prefer charges against him.  Such charges shall be in writing and shall specify fully the facts upon which the same are based.  They shall be addressed to and presented to the Executive Board.  The Executive Board, after a proper hearing, may proceed by a majority vote to suspend the member so charged from all rights, interest, and privileges in the Association.  The action of the Executive Board in suspending any member is temporary until expulsion is voted for by a majority of members present at the annual meeting.  The suspended member has his right to appeal during the annual conference.

Article IV.  Officers


Section 1

The officers of the Association shall be by election and there shall be a President, First Vice President, Second Vice President, Secretary and Treasurer.  These officers shall perform the duties hereinafter specifically provided, those specified by the by-laws, and such other duties as are usually incident to the office.

The term of office for the President shall be for one year.

The term of office for the First Vice President shall be for one year.

The term of office for the Second Vice President shall be for one year.

The term of office for the Secretary shall be for one year.

The term of office for the Treasurer shall be for one year.

Section 2  President

The President shall be the chief executive officer of the Association, preside at all meetings, and shall perform such other duties as are incident to his office, or as may be directed by the Executive Board.  The President, when presiding over regular meetings, shall regulate the order of business and of the meetings of the Executive Board, and shall decide all questions which may arise under the bylaws, subject to appeal from his decision to the general meeting of active members.  In addition, he shall appoint committees when need arises.  The President shall approve all disbursements of funds and shall be the primary signatory of two signatories on all checks. 

Section 3 First Vice President

In the absence of the President, or upon his request, the First Vice President shall perform the duties of President and shall be vested with all his powers.

Section 4 Second Vice President

In the absence of the President, and the First Vice President, or upon request, the Second Vice President shall perform the duties of the President and shall be vested with all his powers.


Section 5 Secretary

It shall be the duty of the Secretary to issue all notices, bulletins, membership certificates, and cards, conduct the official correspondence, and keep an accurate record of the proceedings of the Association and Executive Board.  He and Treasurer shall prepare a full business report to the Association at the end of each year, and in addition he shall report as often as requested so to do by the President or Executive Board.  He and the Treasurer shall receive all funds of the Association.  He is authorized to disburse funds as a second signatory on all checks with the President.  In that event he shall report to the Treasurer any disbursements so made.

Section 6  Treasurer

It shall be the duty of the Treasurer to keep full account of all funds of the Association.  He shall make no disbursements except upon written order, signed by the President.  He along with the Secretary shall make annual reports to the Executive Board or oftener if requested by them or the President.  He and the Secretary shall receive all funds of the Association and disburse the same.  In addition he shall perform all duties generally incident to the Office of Treasurer.  At the expiration of his term, he shall deliver to his successor all money and property of the Association in his custody.

Section 7

The President shall appoint a nominating committee of three members of the Association on the first day of the annual meeting to present a slate of nominees for elective offices of the Association.  Such nominating committee shall submit to the entire membership of the Association the nominees for elective officers.  Additional nominations for any office may be made from the floor at any annual meeting.  Election shall be by written ballot and the person receiving the highest number of votes for each office shall be declared elected.

Section 8

The installation of new officers shall take place immediately after the election of all officers. 

Section 9

Any vacancy that may offer in an office shall be filled by appointment by the remaining members of the Executive Board.

Article V.  Executive Board

The officers of the Association, together with an elected representative from each graduating class, of the Drug Enforcement Administration, National Training Institute, Drug Enforcement Officers Academy (class representative shall serve only until the next annual meeting) and the immediate past President of the Association, shall constitute the Executive Board, which shall act for the Association between annual meetings. 

Article VI.  Meetings

There shall be an annual meeting of the Association at such time and place as shall be decided upon by the Executive Board.  Other meetings may be called at the discretion of the Executive Board. 

Article VII.  Amendments

The Articles of Association may be amended at any annual meeting by three-fourths vote of the members present, provided there is a quorum and notice of the proposed changes having been given in the call for meeting.  Amendments shall be proposed by the Executive Board of the Association on it’s own motion or upon written request of any five members of the Association.

Article VIII.  Bylaws

Bylaws for the Association may be passed, amended or repealed at any annual meeting of the Association by a majority vote of the members present, provided one week’s written notice of the proposed change has been given to the members.  Changes shall be proposed by the Executive Board of the Association or any three members of the Association.

BYLAWS OF THE ASSOCIATION

Article I

The bylaws of the Association shall govern the administration and operation of Association.

Article II. Dues

The fiscal year of the Association shall be from January 1, to the succeeding year.  Dues shall be payable on or before January 1 of each year.  Members who do not pay their dues shall not be eligible to serve on committees or vote for officers of the Association.  Any member who is in arrears for two successive years shall be dropped from active membership in the Association, provided, however, upon payment of past and present dues such member may be automatically reinstated to full membership.

Article III.  Committees

Section 1

The following committees, and such other committees as the Executive Board may from time to time deem necessary, shall be appointed by the President of the Association.

(a)  Cooperative Committee
(b)  Training Committee
(c)  Planning Committee

Section 2

The objectives of these Committees, as the case may be, shall be carried out through such activities as:

(a)  Cooperative planning and coordination between Federal, State and local police officials in the field of narcotic and dangerous drug law enforcement.

(b)  Encouragement of high standards of performance in administration and enforcement of all laws dealing with surpression of illicit drug traffic.

(c)  Promotion of legislation supporting the necessary and effective objectives of all law enforcement.

(d)  Creation of public opinion favorable to the objectives of effective law enforcement through all appropriate educational and professional medias.

Article IV.  Notice of Meetings

At least sixty days prior notice shall be given for each business meeting of members of the Association and of the Executive Board of Association.

Article V.  Quorum

A quorum of the Executive Board shall be at least one half of the members of such Board.  At any duly called annual or special meeting of members, one-twentieth of members entitled to vote, represented in person, shall constitute a quorum.  Unless otherwise provided in these bylaws, the affirmative vote of a majority of the votes entitled to the cast by the members present at a meeting at which the quorum is present, shall be necessary for the adoption of any matter voted on by members.

Article VI.  Voting

Section 1

In all elections for officers of the Association, every active member entitled to vote shall be permitted to cast only one vote, in person at the annual meeting, for each elective office.

Section 2

Any active member entitled to vote may vote in person or in writing by such member when it pertains to any articles and /or bylaws of this Association.
