Minutes of the Meeting
Seventh Annual Training Conference
Wrightsville Beach, North Carolina
September 19 – 22, 1077

The annual meeting was held at the Block age Runner Motor Hotel from September 19 – 22, 1977.  The first business meeting was held on September 20, 1977, at 6:00 p.m., called to order by President Cuyler Windham.

Wes Wimberly read over the minutes from last year.  He then made a motion that last years’ minutes be accepted.  The motion was seconded by Pete Buchan and carried.

President Windham and Joe Band went over the tax exempt status.  Mr. Band also went over the insurance program.

Wes Wimberly went over the status of the books and the Association’s checking account.

Charles Hall went over the status of dues.

President Windham suggested that everyone consider election of new officers.

Fred Warner suggested that a Screening Committee be appointed for the election of new officers.

Motions was made to adjourn the meeting for the day, and to reconvene the next day.  The motion was seconded and carried.

President Windham reconvened the meeting on September 21, 1977, at 3:10 p.m.

President Windham requested persons wishing to run for office, announce to the Nomination Committee their intentions.  The response was as follows:

President Windham Discussed his conversation with Joe Band, reference the I.R.S. exempt status.

Ralph Taylor made a motion to have the Association pay the expanses for the new Treasurer to travel to Washington, D.C. for the purpose of audition the books, working with Joe Band and DEA auditors, and getting I.R.S. tax exempt status.  It was also move that this should be accomplished in one trip, not to exceed five days.  The motion was seconded by Bobby Oates and carried.

President Windham discussed the LEAA grant status.

A question was raised concerning the copy machine.  Doug Cutrer agreed to locate the machine, if possible, and turn it over to the Association for sale.

Barry Lea discussed the State Representative Program possibilities and presented a motion that the President should appoint a State Representative for each state to push registration and membership in the Association.  The motion was seconded by Ron Strauss and carried.

Charles White made a motion to adjourn the meeting for the day, and to reconvene the nest day.  The motion was seconded by Ron Strauss and carried.

President Windham convened the meeting on September 22, 1977, at 3:30 p.m.

Election of New Officers

Ballots were distributed for the election of new officers.

1. President

Sam Bolen

Motion was made to close the ballot for President.  The motion was seconded and carried.  The Nominating Committee collected the ballots.  Sam Bolen was elected as the new President.

2. 1st Vice President
Charles White
Charles Hall
Motion was made to close the ballot for 1st Vice President.  The motion was seconded and carried.  The Nominating Committee collected the ballots.  Charles White was elected as the new 1st Vice President.

3. 2nd Vice President
John Leath
Charles Reavis
Lynn Rudolph

Motion was made to close the ballot for 2nd Vice President.  The motion was seconded and carried.  The Nominating Committee collected the ballots.  Charles Reavis was elected as the new 2nd Vice President.

4. Treasurer
Mike Boulus
Larry Giliotti

Motion was made to close the ballot for Treasurer.  The motion was seconded and carried.  The Nominating Committee collected the ballots.  Larry Giliotti was elected as the new Treasurer.

5. Secretary
Barry Lea
Ed Ritchie

Motion was made to close the ballot for Secretary.  The motion was seconded and carried.  The Nominating committee collected the ballots.  Barry Lea was elected as the new Secretary.

Adjournment

Ralph Taylor made a motion to adjourn the meeting.  The motion was seconded by Steve Norris and carried.  The meeting closed at 4:45 p.m.
