Minutes of the Meeting
Sixth Annual Training Conference
Las Vegas, Nevada
November 29th – December 2, 1976
The annual meeting was held at the Sahara Hotel from November 29 – December
2, 1976. The first meeting was held on November 30, 1976, at 4:00 p.m.,
called to order by 1st vice president Greg McCoy.
Ralph Taylor made a motion to approve the minutes last year with out going
over them. The motion was seconded by Bill Herndon and carried.
Frank Tuss made a motion to have Debbie Rosales atted the business meetings.
The motion was seconded by Ron Strauss and carried.
Bob Scalise read over the by-laws and pointed out that a typegraphical error
was made in the made in the name of the Association, Section VI.
Ralph Taylor made a motion to adjourn the meeting for the day, and to reconvene
the next day. The motion was seconded by Mike Horvath and carried.
President Gumaer reconvened the meeting on December 1, 1976, at 3:40 p.m.
Discussion was held on election of new officers.
Bill Herndon made a motion as to whether the Association could get a mimeograph
machine forwarded to the new Secretary and to further sell machine.
The motion was seconded by Chuck Peart and carried.
President Gumaer made a motion to have old records forwarded to Washington,
D.C., and a cabinet purchased with the approval of the Executive Board.
The motion was seconded by Taylor and carried.
President Gumaer made a motion that certificates from the Association be
purchased to give for training. The motion was dissolved in favor of
new Executive Board handling for next year.
Suggestions were made from the floor for the new Executive Board to send
letters to Chiefs thanking them for letting their officers attend the Conference
and to send letters to those who could not attend telling them what they
missed.
Suggestions were made from the floor that the new Treasurer should submit
forms to become a tax exempt organization.
Suggestions were made from the floor that new officers should meet the heads
of IRS, AT&F, SS, FBI, etc.
Suggestions were made by Joe Band, Attorney, that the Association should
look into getting False Arrest Insurance.
Nomination of New Officers
Bill Hernon made a motion to have nominations for new officers. The
motion was seconded by Bob Scalise and carried.

Motion was made to close the ballot for President. The motion was seconded
and carried. The Nomination Committee collected the ballots.
Cuyler Windham was elected as the new President.
2. 1st Vice President

Motion was made to close the ballot for 1st Vice President. The motion
was seconded and carried. The Nominating Committee collected the ballots.
Greg Mccoy was elected as the new 1st Vice President.
3. 2nd Vice President
Charlie Hall
Billy Gill
Motion was made to close the ballot for 2nd Vice President. The motion
was seconded and carried. The Nominating Committee collected the ballots.
Charlie Hall was elected as the new 2nd Vice President.
4. Treasurer
Michael Horvath
NO OTHER NOMINATIONS
Ballot was closed. Michael Horvath accepted position as the Treasurer.
5. Secretary

Wes Wimberly
Motion was made to close the ballot for Secretary. The motion was seconded
and carried. The Nominating Committee collected the ballots.
Wes Wimberly was elected as the new Secretary.
Adjournment
Motion was made to adjourn the meeting. The motion was seconded and
carried.
