Minutes of Executive Board Meeting
Albuquerque, New Mexico
January 26, 1983
An Executive Board Meeting was held at the Four Seasons Motel in Albuquerque,
New Mexico on January 26, 1983. The following individuals attending
this board meeting which opened at 9:39 a.m.
James Wallace – President
Bill Williams – Treasurer
Louie Frausto – Second Vice President
Jim Harris – Secretary
Neal Curran – Conference Coordinator
Dean Smith – Conference Coordinator
Laraine Sanchez – Secretary, New Mexico State Police
Hugh Shannahan – D.E.A. Training
Topics of Discussion:
A. Discussion was conducted on a key note speaker for the breakfast
and banquet during the Conference with a request being made by the New Mexico
State Police to be allowed to use their Governor.
B. Brief Discussion was initiated by Hugh Shannahan of D.E.A. Training
in regards to a pre-registration form being prepared and sent out to members
to the Conference.
C. Discussion was held as to what subjects the Association wanted taught
by D.E.A. Training at this years Conference.
D. Discussion was conducted in reference to Drug Enforcement giving
out Certificates of Training for Association members and the new Mexico State
Police giving out Certificates of Training to Association and Non-Association
member. It was decided that Association members will receive two (2)
Certificates.
E. A Discussion was conducted in reference to doing away with a $5.00 fee
presently being charged for members who have been out of the Association
for several years and then re-joining at a later time. Motion was made
to the Executive Board by Bill Williams and seconded by Louie Frausto to
do away with this fee. Upon vote of the Executive Board, it was unanimous
on canceling the $5.00 fee.
F. Discussion was conducted by members present that we open up to regular
D.E.A. Agents who have attended their D.E.A. Basic Training School for Sixteen
(16) weeks that they be allowed to join N.D.E.O.A.
Notification of intent to amend membership by-laws and constitution Article
3 – Section 2 to include these officer which most be full time law enforcement
officers at time of application be allowed to join the N.D.E.O.A. shall be
put to a vote by the membership at the July Conference.
This notification of intent to amend the constitution will be posted in our
up-coming Newsletter.
Motion was made to do so by Louie Frausto and seconded by Bill Williams.
G. Discussion was made that Neal Curran will handle Certificates from
the New Mexico State Police on members and non-members and Hugh Shannahan
will handle Certificates from D.E.A. Training.
Loraine Sanchez will act as Coordinator both with Secretary Harris, Treasurer
Williams and the Four Seasons Motel in Albuquerque, New Mexico in regards
to our up-coming Conference.
Meeting Adjourned at 4:30 p.m.
